General Directorate of Development Policies, Strategic Planning and Integration

By order of the Prime Minister No. 190, dated 18.10.2013, “On the approval of the structure and organization of the Ministry of Internal Affairs”, the Directorate of Strategic Planning for Public Security and Integration was formed, which is subordinate to the General Directorate of Development Policies, Strategic Planning and Integration. This directorate assists, coordinates, monitors and guarantees the process of European integration through internal institutional cooperation, ensures direct connection with the Ministry of European Integration and other line ministries in the implementation of the SAA, organizes and supervises periodic EU-Albania meetings for issues related to the Ministry of Internal Affairs. It reports on the fulfillment of obligations within the post-liberalization process of visas. This directorate coordinates projects and assistance funds of the European Union (IPA) and other donors. Coordinates and follows international cooperation procedures within the Ministry of Internal Affairs and with line ministries for agreements, protocols, international conventions, etc., oversees international activities and relations with diplomatic missions and embassies. Monitors the priority of the Ministry of Internal Affairs.

It consists of four sectors:

  • Integrative Policy Coordination and Reporting Sector;
  • IPA Projects and Funds Coordination Sector;
  • Agreements Sector;
  • Sector of Living Priorities.

Integrative Policy Development and Coordination Sector

Timely fulfillment of obligations undertaken within the framework of the National Plan for European Integration, PKIE 2014 – 2020.

Coordination, reporting and monitoring of Priority No. 4 for which the Ministry of Internal Affairs is the leading institution in the implementation of the Roadmap for the 5 Priorities.

Drafting the materials of the Ministry of Internal Affairs in the framework of EU-Albania bilateral meetings on the issues that belong to the Ministry of Internal Affairs for the Stabilization-Association Committee (KSA) and the Subcommittee for Justice , Freedom and Security (JFS).

Work coordination and participation in Consultative Meetings with representatives of the European Commission and responsible structures of the Ministry of Internal Affairs, in expert missions, in the field of organized crime and corruption, etc., as well as preparation of relevant information at the end of these meetings and missions, following the implementation of the tasks set forth.

Coordinating and monitoring the work for Progress Annual Report of the European Commission for Albania within Chapter 24 “Justice, Freedom and Security” as well as the obligations arising from Progress Reports.

IPA Projects and Funds Coordination Sector

Coordination and monitoring for the preparation of the sectoral needs of the structures of the Ministry of Internal Affairs; coordination for the preparation of project files throughout the process and follow-up for the finalization of the approval of projects by the EC within the framework of the annual IPA Programs.

Coordination and monitoring for the drafting of documents within the framework of the New IPA II Program.

Coordinating the work to identify the needs for financing projects of the Ministry of Internal Affairs within the IPA-Adriatic, IPA CBC, IPA Multi-beneficiary programs.

Performing functional tasks as a support structure of the Senior Program Officer (SPO), in the framework of the decentralization of EU funds.

Sector of Agreements

Performing tasks in accordance with the general objectives approved in the Integrated Plan of the Ministry of Internal Affairs, focusing on bilateral and multilateral international agreements, treaties, conventions and protocols, as well as coordination of international relations with foreign embassies and missions accredited in Albania and international partners.

Following the procedures necessary for the approval of international agreements and other acts, in accordance with the law no. 8371, dated 09.07.1998, “On the binding of Treaties and International Agreements”. Following the necessary procedures for protocols, international conventions and memoranda.

Preparation of acts for signature, obtaining the power of attorney, sending to the Assembly (through the Ministry of Foreign Affairs) if these acts need to be ratified

Coordinating and giving opinions on various agreements and protocols that come for consideration from line ministries and the opinion of the Ministry of Internal Affairs is required

Collection and coordination of information regarding the cooperation of the structures of the Ministry of Internal Affairs with foreign homologous structures, as well as the problems encountered during these cooperations and informing the Ministry of Foreign Affairs.< /p>

Maintaining correspondence with international partners.

Coordinating the visits of foreign delegations to the Ministry of Internal Affairs.

Welcoming and escorting representatives of accredited diplomatic missions in Albania and delegations coming from abroad.
