Mission of the Ministry of Interior

The Ministry of the Interior has as its mission the drafting, implementation and analysis of internal affairs strategies and policies, in accordance with the political program of the Government. The Ministry is the organizational and professional apparatus that serves the public interest impartially, implementing the legislation in force, performing public services and drafting and implementing general state policies in the field of internal affairs. The Ministry exercises its activity according to the field of state responsibility determined by the decision of the Council of Ministers, in accordance with the relevant legislation in force.

Field of state responsibility of the Ministry of Interior

In support of article 100 of the Constitution and point 2, article 5, of law no. 90/2012, “On the organization and functioning of the state administration”, with the proposal of the Prime Minister, the Council of Ministers

SET:

1. Approval of the mission and the field of state responsibility of the Ministry of the Interior, according to the provisions of this decision.

2. The Ministry of the Interior is responsible for the implementation of the internal affairs policy in the Republic of Albania, it is the organizational and professional apparatus that serves the public interest impartially, implementing the legislation in force, performing public services and drafting and implementing general policies state in matters of internal affairs.

3. The Ministry of the Interior exercises its activity, in accordance with the relevant legislation, mainly, but not only, in the areas of state responsibility of:

a) order and public security;

b) the fight against organized crime and human trafficking;

c) integrated border and migration management;

ç) asylum and citizenship;

d) anti-terror and violent extremism;

dh) administration of assets seized and confiscated by crime;

e) the activity of the district prefect;

s) repealed;

f) civil status services;

g) drafting policies, coordination and supervision of the fire protection service;

gj) the activity of the central purchasing body, with the authorization of the Council of Ministers;

h) prevention, protection, supervision and control/inspection of the implementation of the legislation in force for the protection of land/territory, air, water and forests from pollution, damage or illegal interference of any type.

4. Decision no. 502, dated 13.9.2017, of the Council of Ministers, “On determining the scope of state responsibility of the Ministry of the Interior”, amended, repealed.

5. The Ministry of the Interior is charged with the implementation of this decision.

Decision No. 604, dated 20.10.2021, enters into force immediately and is published in the Official Gazette.
