Mali i Zi/Drejtori i CVE Meidani në takimin e Koordinatorëve Rajonal për Ektremizmin e Dhunshëm në Budva

Në datat 25, 26 dhe 27 Prill 2023, me mbështetjen e Bashkimit Europian, IOM, GIZ dhe Sekretariatit të Qeverisja Integruese e Sigurisë së Brendshme (IISG), u organizua takimi i 13-të, 3-ditor i Rrjetit Rajonal të Koordinatorëve Kombëtarë Kundër Terrorizmit dhe Parandalimit/Kundërveprimit të Ekstremizmit të Dhunshëm të Ballkanit Perëndimor (RNNC) në Budva, Mali i Zi.

Takimi u kryesua nga këshilltari rajonal i BE-së kundër terrorizmit z. Eddy Greif dhe Sekretari i Shtetit i Malit të Zi z. Slobodan Kovačević. Së bashku me Koordinatorët Kombëtarë dhe kolegët e tyre, në këtë aktivitet morën pjesë dhe përfaqësues të Komisionit Europian, të Delegacioneve të BE-së në Ballkanin Perëndimor, znj. Klaudia Kuljuh, Menaxhere e Programit Rajonal të IOM-it; znj. Olivia Debaveye, Menaxhere e Programit në Komisionin Evropian si dhe të disa shteteve anëtare të BE-së dhe të SHBA-së, si dhe përfaqësues të disa projekteve relevante në lidhje me CT dhe CVE.

Në këtë aktivitet, Shqipëria përfaqësohej nga Koordinatori Kombëtar Kundër Ektremizmit të Dhunshëm njëkohësisht dhe Drejtor i CVE, z. Denion Meidani. Pas fjalës së hapjes së këshilltarit rajonal të BE-së kundër terrorizmit z. Greif dhe Sekretarit të Shtetit i Malit të Zi z. Kovačević, Koordinatorët Kombëtar të CT dhe CVE të pranishëm paraqitën përditësime mbi gjendjen aktuale të zbatimit të strategjive kombëtare të CT P/CVE dhe planeve të veprimit në vendet e tyre respektive. Për më tepër, forumi diskutoi sfidat e reja në lidhje me fushën e ekstremizmit të dhunshëm, zbatimin e Planit të përbashkët të Veprimit kundër Terrorizmit në Ballkanin Perëndimor dhe marrëveshjet e tij dypalëshe kundër terrorizmit dhe bashkëpunimin me autoritetet në aktivitetet e tyre për risocializim, rehabilitim dhe riintegrim (RRR) të kthimit të luftëtarëve të huaj terroristë dhe familjeve të tyre.

“Nuk ka dyshim se të gjithë ne të pranishmit besojmë fuqimisht se ekstremizmi do të trajtohet nga një perspektivë ndërkombëtare, dhe jo në aspektin e vendeve individuale (përndryshe nuk do të ishim këtu). Ajo që ndodh brenda kufijve të një vendi nuk është vetëm biznesi i atij vendi, aq më tepër në botën e sotme globale dhe të ndërvarur. Në fakt, karakteristika përcaktuese e botës së sotme është ndërvarësia e saj; ndërsa ekonomia e globalizimit është pjekur mirë, politika e globalizimit nuk është shumë larg. Nëse nuk artikulojmë një politikë të përbashkët globale të bazuar në vlera të përbashkëta, rrezikojmë kaos! Kërcënimi i stabilitetit tonë, ekonomik dhe politik, duke lënë të pakontrolluar ekstremizmin, konfliktin ose padrejtësinë”, u shpreh Drejtori i CVE Z. Denion Meidani, gjatë fjalës së tij.

“Qendra jonë CVE kohët e fundit ka qenë aktive në një sërë nismash në lidhje me parandalimin dhe luftimin e ekstremizmit të dhunshëm, si dhe luftën kundër terrorizmit. Këto përfshijnë, ndër të tjera, pikërisht reformat në vargun e mësipërm të “fuqisë së zgjuar”. Nëpërmjet miratimit në shkurt të këtij viti të Strategjisë Ndërsektoriale për Parandalimin e Ekstremizmit të Dhunshëm dhe Luftën kundër Terrorizmit 2023-2025 dhe Planeve të Veprimit përkatës 2023-2025 si dhe nënshkrimit të marrëveshjes së re për zbatimin e Veprimit të Përbashkët. Plani kundër Terrorizmit ndërmjet autoriteteve të Republikës së Shqipërisë dhe Komisionit Evropian, duke përafruar kështu strategjikisht dhe operacionalisht përpjekjet dhe burimet tona të CT dhe P/CVE. Gjithashtu, zhvillimi dhe paraqitja për shqyrtim e projektit për krijimin, organizimin dhe funksionimin e Agjencisë për Kundër Terrorizmit dhe Ekstremizmit (AKTE), pas rekomandimeve të Rishikimit të fundit TAIEX nga Komisioni i BE-së për krijimin e një vlerësimi të institucionalizuar të kërcënimeve dhe mekanizmi i gradimit të rrezikut. Ai që analizon dhe vlerëson në mënyrë të integruar dhe të koordinuar nivelin e rrezikut në nivel kombëtar. Por gjithashtu zhvillimi dhe zgjerimi i Qendrës sonë CVE për të përfshirë komponentin integrues të CT, ndërkohë që përmirëson koordinimin dhe bashkëpunimin me aktorët e përfshirë përmes krijimit të një Qendre Fusion në shembullin e modeleve perëndimore”,  shtoi ndër të tjera z. Meidani.

Koordinatorët Kombëtar kundër Ektremizmit të Dhunshëm dhe Terrorizmit, në këtë aktivitet tre ditor shtjelluan progresin e arritur, sfidat me të cilat ballafaqohen, rrugën strategjike dhe operacionale përpara. Përfaqësuesit e shërbimeve përkatëse të BE CT P/CVE pastaj ndanë pikëpamjet e tyre mbi këtë temë dhe raportuan për projektet aktuale të financuara nga komisioni.

Në seancën e fundit të takimit, zbatuesve të projekteve përkatëse, të cilët bashkëpunojnë me autoritetet kombëtare në fushën e Kundër-terrorizmit, iu dha mundësia të prezantojnë punën e tyre përkatëse: projektin rajonal Kundër Krimit të Rënda në Ballkanin Perëndimor, STRIVE. Programi për parandalimin e radikalizimit dhe ekstremizmit të dhunshëm të Hedayah, projekti rajonal i Këshillit të Evropës në fushën e parandalimit dhe luftimit të ekstremizmit të dhunshëm dhe radikalizimit në burgjet në Ballkanin Perëndimor, projekti rajonal GCERF për RRR, si dhe rrjeti rajonal Pakti i BB nga CEPOL.

RNNC si forum karakterizohet nga një bashkëpunim i fortë midis të gjithë anëtarëve kombëtarë, rajonalë dhe ndërkombëtarë – ndërveprimet midis projekteve të financuara nga BE dhe përfituesve po ushqehen gjithnjë e më shumë në strategjitë kombëtare të luftimit të terrorizmit dhe parandalimit dhe luftimit të ekstremizmit të dhunshëm. Zhvillimi dhe zbatimi i mëtejshëm i Planit të Përbashkët të Veprimit për terrorizmin në BB, bazuar në Dialogët e ripërtërirë të CT, mbetet një prioritet për Ballkanin Perëndimor dhe BE, siç u tha gjatë takimit. Bashkëpunimi ndërkombëtar është e vetmja mënyrë efektive për të trajtuar terrorizmin, ekstremizmin e dhunshëm dhe sfidat e tjera të sigurisë ndërkufitare.

Takimi u mbështet nga projekti rajonal Kundër Krimit të Rënda në Ballkanin Perëndimor, i cili zbatohet nga Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Ministria e Brendshme Italiane dhe Qendra për Bashkëpunim Ligjor Ndërkombëtar (CILC), bashkëfinancuar nga Komisioni Evropian (DG NEAR), Ministria Federale për Bashkëpunim Ekonomik dhe Zhvillim Qeveria Gjermane (BMZ) dhe Ministria e Brendshme italiane, Sekretariati i IISG dhe IOM. Objektivi kryesor është forcimi i bashkëpunimit ndërkufitar për të luftuar krimin e rëndë dhe të organizuar në Ballkanin Perëndimor me institucionet dhe rrjetet e BE-së.

Budva – On April 25, 26 and 27, 2023, with the support of the European Union, IOM, GIZ and the Secretariat of the Integrated Internal Security Governance (IISG), the 13th, 3-day meeting of the Regional Network of National Coordinators Against Terrorism and Prevention/Countering Violent Extremism of the Western Balkans (RNNC) in Budva, Montenegro The meeting was chaired by the EU’s regional advisor against terrorism, Eddy Greif and the Secretary of State of Montenegro Slobodan Kovaçeviç.

Together with the National Coordinators and their colleagues, representatives of the European Commission, of the EU Delegations in the Western Balkans participated in this activity, Klaudia Kuljuh, IOM Regional Program Manager; Olivia Debaveye, Program Manager at the European Commission as well as several EU Member States and the USA, as well as representatives of several relevant projects related to CT and CVE In this activity, Albania was represented by the National Coordinator Against Violent Extremism at the same time and Director of CVE, Denion Meidani. After the opening speech of the EU regional advisor against terrorism Greif and the Secretary of State of Montenegro Kovaçeviç, the National Coordinators of CT and CVE in attendance presented updates on the current state of implementation of national CT P/CVE strategies and action plans in their respective countries.

In addition, the forum discussed the new challenges related to the field of violent extremism, the implementation of the Joint Action Plan against Terrorism in the Western Balkans and its bilateral agreements against terrorism and the cooperation with the authorities in their activities for resocialization, rehabilitation and reintegration (RRR) of returning foreign terrorist fighters and their families.

“There is no doubt that all of us present strongly believe that extremism will be addressed from an international perspective, and not in terms of individual countries (otherwise we would not be here). What happens within a country’s borders is not just that country’s business, even more so in today’s global and interdependent world.

In fact, the defining characteristic of today’s world is its interdependence; while the economics of globalization are well matured, the politics of globalization are not far behind. If we do not articulate a common global policy based on common values, we risk chaos! The threat to our stability, economic and political, leaving unchecked extremism, conflict or injustice”, said the Director of CVE, Denion Meidani, during his speech.

“Our CVE Center has recently been active in a number of initiatives related to preventing and countering violent extremism, as well as the fight against terrorism. These include, among others, precisely the reforms in the above line of “smart power”. Through the approval in February of this year of the Intersectoral Strategy for the Prevention of Violent Extremism and the Fight against Terrorism 2023-2025 and the corresponding Action Plans 2023-2025 as well as the signing of the new agreement for the implementation of the Joint Action. Counter-Terrorism Plan between the authorities of the Republic of Albania and the European Commission, thus strategically and operationally aligning our CT and P/CVE efforts and resources.

Also, the development and presentation for review of the project for the creation, organization and operation of the Agency for Counter-Terrorism and Extremism (AKTE), following the recommendations of the last TAIEX Review by the EU Commission for the creation of an institutionalized threat assessment and mechanism of risk gradation. The one that analyzes and evaluates in an integrated and coordinated manner the level of risk at the national level. But also the development and expansion of our CVE Center to include the integrative component of CT, while improving coordination and cooperation with the actors involved through the creation of a Fusion Center on the example of Western models”, added Meidani.

The National Coordinators against Violent Extremism and Terrorism, in this three-day activity, elaborated on the progress achieved, the challenges they face, the strategic and operational way forward. Representatives of relevant EU CT P/CVE services then shared their views on the topic and reported on current projects funded by the commission In the last session of the meeting, the implementers of the respective projects, who cooperate with the national authorities in the field of Counter-terrorism, were given the opportunity to present their respective work: the regional project Against Serious Crime in the Western Balkans, STRIVE.

The Hedayah Program for the Prevention of Radicalization and Violent Extremism, the Council of Europe’s regional project in the field of preventing and combating violent extremism and radicalization in prisons in the Western Balkans, the GCERF regional project for RRR, as well as the UN Pact regional network from CEPOL The RNNC as a forum is characterized by strong cooperation between all national, regional and international members – interactions between EU-funded projects and beneficiaries are increasingly feeding into national counter-terrorism strategies and preventing and countering violent extremism. The further development and implementation of the Joint Action Plan on terrorism in the WB, based on the renewed CT Dialogues, remains a priority for the Western Balkans and the EU, as stated during the meeting. International cooperation is the only effective way to tackle terrorism, violent extremism and other cross-border security challenges.

The meeting was supported by the regional project Against Serious Crime in the Western Balkans, which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Italian Ministry of the Interior and the Center for International Legal Cooperation (CILC), co-financed by the European Commission (DG NEAR), Federal Ministry for Economic Cooperation and Development German Government (BMZ) and Italian Ministry of the Interior, IISG Secretariat and IOM.

The main objective is to strengthen cross-border cooperation to fight serious and organized crime in the Western Balkans with EU institutions and networks.
