Drejtori i QKEDH dhe përfaqësuesi i ambasadës amerikane, takim me Drejtorin e Përgjithshëm të Policisë së Shtetit

Tiranë – Drejtori i Qendrës Kundër Ekstremizmit të Dhunshëm Denion Meidani, shoqëruar nga Keshilltari Rajonal i Antiterrorit për Shqipërinë, Kosovën, Maqedoninë e Veriut dhe Evropën Juglindore pranë Ambasadës së SHBA-ve në Tiranë Joseph R. Baldwin, Këshilltarin Ligjor të OPDAT në Ambasadën e SHBA-ve në Tiranë, Bledar Bashanoviq zhvilluan një takim me Drejtorin e Përgjithshëm të Policisë së Shtetit, Drejtues Madhor Muhamet Rrumbullaku, Drejtorin e Drejtorisë së Antiterrorrit të Policisë së Shtetit Alban Dauti dhe Drejtorin e Kabinetit të DPPSH.

Qëllimi i takimit ishte prezantimi i z. Baldwin si Këshilltari i ri për Antiterrorizmin për Evropën Juglindore pranë Ambasadës së SHBA-ve në Tiranë si dhe angazhimi i OPDAT në luftën e përbashkët kundër terrorizmit dhe ekstremizmit të dhunshëm, riatdhesimi dhe mbështetja për proceset e riatdhesimit dhe rehabilitimit të shtetasve Shqiptarë të kthyer nga zonat e konfliktit Siri dhe Irak.

Drejtor Rrumbullaku pasi falenderoi Baldwin për mbështetjen e deritanishme dhe të vazhdueshme të OPDAT, ICITAP dhe Ambasadës së SHBA-ve në Tiranë për Policinë e Shtetit, shprehu me bindje se kjo e fundit e konsideron luftën kundër terrorizmit dhe ekstremizmit si një prioritet, për të cilin strukturat e specializuara do të përkushtohen për përmbushjen me sukses të detyrimeve dhe përgjegjësive që rrjedhin nga Strategjia Kombëtare dhe Planet e Veprimit në ketë fushë. Gjithashtu, Rrumbullaku konfirmoi se bashkëpunimi me Qendrën Kundër Ekstremizmit të Dhunshëm do të rritet pasi që dy institucionet përfaqësojnë 1 entitet me forca të bashkuara në këtë luftë të përbashkët.

Nga ana tjetër, z. Meidani, Drejtor i Qendrës së Koordinimit kundër Ekstemizmit të Dhunshëm shprehu vlerësimin për angazhimin dhe koordinimin të përpiktë të Policisë së Shtetit, veçanërisht përmes Drejtorisë së Antiterrorit në gjithë fazat e rikthimit, rehabilitimit, monitorimit, ri-integrimit të shtetasve shqiptarë të kthyer nga zonat e konfliktit. Bashkëpunimi me QKEDH-së ka qenë i pandërprerë nga faza e parë 24-orëshe në protokollin pas riatdhesimit deri në prag të fazave të ri-socializimit.

Lidhur me bashkëpunimin dhe strategjinë ndër-sektoriale të zgjedhur dhe të zbatuar nga Shqipëria, Këshilltari i ri Ligjor për Antiterrorizmin pranë OPDAT ka theksuar se mbështetja e SHBA-ve, përtej fazave operacionale synon të përforcojë edhe kapacitetet institucionale, mekanizmat referues dhe shkëmbimin e informacionit, pa lënë mënjanë mbështetjen për forcimin e shoqërisë civile në ndërhyrje me ndikim të gjerë në komunitet.

Gjithashtu, z. Baldwin siguroi Drejtorin e Përgjithshëm të Policisë se OPDAT nëpërmjet Ambasadës së SHBA-ve në Tiranë do të vazhdojnë të jenë në mbështetje te Policisë së Shtetit dhe Qendrës Kundër Ektremizkit të Dhunshëm në luftën e përbashkët kundër Terrorizmit dhe Ektremizmit.

ENGLISH – The Director of the Center Against Violent Extremism (CVE) Denion Meidani, accompanied by the Regional Anti-Terrorism Adviser for Albania, Kosovo, North Macedonia and Southeast Europe at the US Embassy in Tirana Joseph R. Baldwin, OPDAT Legal Counselor at the US Embassy in Tirana, Bledar Bashanovic held a meeting with the General Director of the State Police, Muhamet Rrumbullaku, the Director of the Anti-Terror Directorate of the State Police Alban Dauti and the Director of the Cabinet of the DPPSH (General Directorate of State’s Police).

The purpose of the meeting was the presentation of Mr. Baldwin as the new Adviser for Counterterrorism for Southeastern Europe at the US Embassy in Tirana as well as OPDAT’s engagement in the joint fight against terrorism and violent extremism, repatriation and support for the repatriation and rehabilitation processes of Albanian citizens returned from the areas of the Syria and Iraq conflict.

Director Rrumbullaku, after thanking Baldwin for the current and ongoing support of OPDAT, ICITAP and the US Embassy in Tirana for the State Police, expressed with conviction that the latter considers the fight against terrorism and extremism as a priority, for which specialized structures will be dedicated to the successful fulfilment of obligations and responsibilities derived from the National Strategy and Action Plans in this field. Also, Rrumbullaku confirmed that the cooperation with the Center Against Violent Extremism will increase since the two institutions represent 1 entity with united forces in this common fight.

On the other hand, Mr. Meidani, Director of the Coordination Center against Violent Extremism, expressed his appreciation for the commitment and meticulous coordination of the State Police, especially through the Anti-Terror Directorate in all phases of return, rehabilitation, monitoring, re-integration of Albanian citizens returned from areas of the conflict. The cooperation with the Center has been uninterrupted from the first 24-hour phase in the post-repatriation protocol to the eve of the re-socialization phases.

Regarding the cross-sectoral cooperation and strategy chosen and implemented by Albania, the new Legal Adviser for Anti-Terrorism at OPDAT has emphasized that the US support, beyond the operational phases, also aims to strengthen institutional capacities, reference mechanisms and information exchange without leaving aside support for strengthening civil society in interventions with a wide impact on the community.

Also, Mr. Baldwin assured the Director General of Police that OPDAT through the US Embassy in Tirana will continue to support the State Police and the Center Against Violent Extremism in the joint fight against Terrorism and Extremism.
