Drejtori i CVE Denion Meidani dhe Ambasadori i Vendeve të Ulëta, Reinout Vos vizitë në I.E.V.P. Pogradec e Korçë

Në vijim të aktiviteteve, trajnimeve dhe tryezave të rrumbullakëta me aktorët e vijës së parë, për evidentimin dhe trajtimin e fenomenit të radikalizmit dhe ektremizmit të dhunshëm në sistemin e burgjeve, në zbatim të strategjisë dhe planit të veprimit për luftën kundër terrorizmit dhe ektremizmit të dhunshëm, Drejtori i Qendrës së Koodinimit kundër Ekstremizmit të Dhunshëm, Denion Meidani i shoqëruar nga Ambasadori i Mbretërisë së Vendeve të Ulëta, Reinout Vos dhe Admir Abrija, Drejtor i Përgjithshëm i Burgjeve morën pjesë në tryezën e rrumbullakët të organizuar nga Qendra Kundër Ektremizmit të Dhunshëm dhe Instituti për Aktivizëm dhe Ndryshim Social (IANS), në  Institucionin e Ekzekutimit të Vendimeve Penale të Drenovës me temë “Ndarja e informacionit gjatë procesit të rehabilitimit dhe përgatitjes për lirim – Rolet institucionale të aktorëve të përfshirë në këto procese”.

Qendra Kundër Ektremizmit të Dhunshëm, i kushton një rëndësi të veçantë trajtimit dhe menaxhimit të të dënuarve për vepra të rënda që lidhen me terrorizimin dhe krimin e organizuar, niveli i informacionit që administrohet dhe mënyra e shpërndarjes së këtij informacioni mbetet një komponent po aq i rëndësishëm sa edhe qëllimi për të cilin kryhet ndërhyrja. Me rëndësi të madhe janë gjithashtu nevoja për reagim dhe shkëmbim, ndaj theksi i ketij takimi ishte mbi mundësitë për të përmirësuar aftësinë e shkëmbimit të informacionit dhe përballueshmërinë e sistemeve kyçe të zbatimit të ligjit dhe të drejtësisë penale.

Në këtë tryezë morën pjesë Erinda Bllaca, Instituti për Aktivizëm dhe Ndryshim Social, Ferdinand Zere, nga Drejtoria Vendore e Policisë së Shtetit, Altin Gusho, Drejtor i IEVP, Klevis Qose, Drejtor i Shërbimit të Kontrollit të Brendshëm të Burgjeve, Paulin Rajta, Drejtor i Policisë së Burgjeve, aktorë të vijës së parë në sistemin e burgjeve, përfaqësues të komuniteteve fetare si dhe përfaqësues të bashkisë ku theksua rendesia mbi menaxhimin e të dënuarve për vepra penale që lidhen me terrorizmin, ndjeshmëri e cila shndërrohet në një faktor të rëndësishëm kontekstual që ndërlidhet me sigurinë dinamike brenda sistemit të burgjeve, kontekstet dhe roli i familjes gjatë periudhës së privimit të lirisë, ndërveprimi për aktivitetin rehabilitues – përmes qëllimeve specifike të dakordësuara me të dënuarit, etj.

Të gjitha këto qasje, do të funksionojnë dhe do të shndërrojnë një praktikë të zakonshme në një praktikë të mirë për t’u replikuar me qëllim parandalimin dhe kundërshtimin e këtij fenomeni.

Në fjalën e tij të hapjes, Drejtori i Përgjithshëm i Burgjeve, z. Abrija, falenderoi Ambasadorin Vos për mbështjetjen e vazhdueshme që Ambasada e Vendeve të Ulëta në Tiranë ka dhënë për sistemin e burgjeve. Gjithashtu, ai falenderoi Drejtorin e Qendrës Kundër Ektremizmit të Dhunshëm, z. Meidani për bashkëpunimin e shkëlqyer mes dy isntitucioneve në trajtimin e fenomenit si dhe për koordinimin e aktiviteteve të tilla të cilat kanë një rëndësi të veçantë në luftën kundër radikalizmit dhe ektremizmit në sistemin e burgjeve.

Drejtor Meidani, pasi falenderoi z. Abrija dhe znj. Blaca, nga Instituti për Aktivizëm dhe Ndryshim Social për bashkëpunimin, punën e bërë në këtë drejtim dhe organizimin e këtij aktiviteti, garantoi se Qendra Kundër Ektremizmit të Dhunshëm mbetet e palëkundur për të luftuar me çdo kusht dhe pa rezerva fenomenin e radikalizmit, ektremizmit dhe terrorizimit jo vetëm në sistemin e burgjeve por kudo shfaqet si fenomen. Gjithashtu, ai i adresoi një falenderim të veçantë Ambasadorit Vos për mbështetjen që Ambasada e Vendeve të Ulëta ka dhënë jo vetëm në mbështetje të iniciativave dhe aktiviteteve që Qendra Kundër Ektremizit të Dhunshëm dhe Ministria e Brendshme ka ndërmarrë për luftën kundër ektremizmit dhe terrorizmit, pa të cilën nuk do të ishin këto rezultate pune që kemi sot.

Ambasadori i Vendeve të Ulëta, Vos, pasi falenderoi drejtuesit e institucioneve shqiptare, për punën e kryer bashkarisht në këtë drejtim, garantoi se mbështetja e vendit të tij do të vazhdojë të jetë e pa kursuer në rritjen e kapaciteteve në Drejtorinë e Përgjithshme të Burgjeve dhe Qendrën Kundër Ektremizmit të Dhunshëm në luftën e përbashkët kundër ektremizmit dhe terrorizmit.

Në përfundim të aktivitetit, u zhvillua dhe eventi i inagurimit të Institucionit të Ekzekutimit të Vendimve Penale në Pojska, Pogradec, institucion i cili u rinovua totalisht sipas standarteve perëndimore me mbështetjen dhe financimin e Ambasadës së Vendeve të Ulëta në Tiranë, në kuadër të ndihmës që kjo Ambasadë  jep në sistemin e burgjeve.

ENGLISH – Following the activities, trainings and round tables with frontline actors, for the identification and treatment of the phenomenon of radicalism and violent extremism in the prison system, in implementation of the strategy and action plan for the fight against terrorism and violent extremism, Director of the Coordinating Center against Violent Extremism (CVE), Denion Meidani accompanied by the Ambassador of the Kingdom of the Netherlands, Reinout Vos and Admir Abrija, Director General of Prisons participated in the round table organized by the Center Against Violent Extremism and Institute for Activism and Social Change (IANS).

The meeting was set in the Institution of Execution of Criminal Decisions of Drenova with the topic “Sharing information during the process of rehabilitation and preparation for release – Institutional roles of the actors involved in these processes”. The Center Against Violent Extremism attaches special importance to the treatment and management of those convicted of serious offenses related to terrorism and organized crime, the level of information that is administered and the way this information is distributed remains an equally important component as well as the purpose for which the intervention is carried out.

Also of great importance are the needs for responsiveness and sharing, so the focus of this meeting was on opportunities to improve the ability to share information and the affordability of key law enforcement and criminal justice systems. Erinda Bllaca, Institute for Activism and Social Change, Ferdinand Zere, from the Local Directorate of the State Police, Altin Gusho, Director of IEVP, Klevis Qose, Director of the Internal Control Service of Prisons, Paulin Rajta, Director of the Prison Police, participated in this round table. There were also frontline actors in the prison system, representatives of religious communities as well as representatives of the municipality where the importance of managing prisoners for criminal offenses related to terrorism was emphasized, sensitivity which turns into an important contextual factor which is related to dynamic security within the prison system, contexts and the role of the family during the period of deprivation of liberty, interaction for rehabilitation activity – through specific goals agreed with the convicts.

All these approaches will work and will transform a common practice into a good practice to be replicated in order to prevent and oppose this phenomenon. In his opening speech, the General Director of Prisons, Mr. Abrija, thanked Ambassador Vos for the continuous support that the Embassy of the Kingdom of the Netherlands in Tirana has given to the prison system. Also, he thanked the Director of the Center Against Violent Extremism, Mr. Meidani for the excellent cooperation between the two institutions in dealing with the phenomenon as well as for the coordination of such activities which are of particular importance in the fight against radicalism and extremism in the prison system.

Director Meidani, after thanking Mr. Abrija and Mrs. Blaca, from the Institute for Activism and Social Change for the cooperation, the work done in this direction and the organization of this activity, guaranteed that the Center Against Violent Extremism remains steadfast to fight at all costs and without reservations the phenomenon of radicalism, extremism and terrorism not only in the prison system but everywhere it appears as a phenomenon. Also, he addressed a special thank you to Ambassador Vos for the support that the Embassy of the Kingdom of the Netherlands has given not only in support of the initiatives and activities that the Center Against Violent Extremism and the Ministry of the Interior have undertaken for the fight against extremism and terrorism, without which would not be these work results that we have today.

The Ambassador of the Netherlands, Vos, after thanking the leaders of the Albanian institutions, for the work done together in this direction, guaranteed that the support of his country will continue to be unsparing in increasing the capacities in the General Directorate of Prisons and Center Against Violent Extremism in the joint fight against extremism and terrorism. At the end of the activity, the event of the inauguration of the Institution for the Execution of Criminal Decisions in Pojska, Pogradec, was held, an institution which was completely renovated according to western standards with the support and financing of the Embassy of the Netherlands in Tirana, within the framework of the assistance that this Embassy gives in the prison system.
